Casino licenses: what you need to know

What licenses exist, what they guarantee and how to verify the authenticity of an online casino's license.

Why a casino needs a license

A license is permission from a state or specialized regulator to carry out gambling activities. It confirms that the casino:

  • Has passed a financial stability check
  • Uses certified software
  • Is obliged to pay out winnings
  • Keeps player funds separate from operating funds
  • Is subject to oversight by the regulator and can be fined for violations

A casino without a license has no legal obligations to players. This is the main risk.

License levels

Not all licenses are equal. They can be roughly divided into three levels by the strictness of their requirements:

Tier 1 - Strict regulators

RegulatorJurisdictionFeatures
UK Gambling Commission (UKGC) United Kingdom The strictest requirements. Mandatory fund segregation, a ban on bonuses using credit cards, strict advertising rules
Malta Gaming Authority (MGA) Malta The gold standard for international casinos. Requires an audit, fund protection, a responsible gaming policy
Gibraltar Gambling Commissioner Gibraltar Strict selection of operators, high financial requirements
Swedish Gambling Authority (SGA) Sweden Mandatory limits on bonuses, strict KYC rules

Tier 2 - Moderate regulators

RegulatorJurisdictionFeatures
Kahnawake Gaming Commission Canada (Mohawk Territory) One of the oldest online regulators (since 1999). Moderate requirements
Isle of Man GSC Isle of Man A good reputation, requirements close to Tier 1
Kyrgyz Republic Kyrgyzstan Has issued online licenses since 2022. Only for serving foreign nationals

Tier 3 - Minimal requirements

RegulatorJurisdictionFeatures
Curaçao eGaming Curaçao The most common license among casinos for the CIS. Minimal checks, fast issuance, low cost. Tightening its requirements since 2024
Anjouan (Comoros) Comoros A new regulator with minimal requirements. A low level of trust

What a license guarantees

Depending on the level of the regulator, a license may guarantee:

GuaranteeTier 1Tier 2Tier 3
Fairness of the random number generator (RNG)✅ Audited✅ Audited⚠️ Not always
Segregation of player funds✅ Mandatory⚠️ Recommended❌ No
Complaints procedure✅ The regulator reviews it⚠️ Limited❌ Formal only
Responsible gaming✅ Mandatory tools✅ Basic⚠️ Minimal
Penalties for violations✅ Up to €10M+✅ Up to €500K⚠️ Rarely
Important
A Curaçao license is better than no license. But it does not provide the same level of protection as MGA or UKGC. When choosing a casino with a Curaçao license, pay extra attention to its reputation.

How to verify a license

Step 1: Find the information on the casino's website

The license number is usually listed in the footer of the site. Sometimes - on the "About" or "Terms and Conditions" page. Look for wording like:

  • «Licensed by Malta Gaming Authority, license number MGA/B2C/XXX/XXXX»
  • «Operated under Curaçao eGaming license 1668/JAZ»
  • «Regulated by UK Gambling Commission, account number XXXXX»

Step 2: Check on the regulator's website

RegulatorWhere to check
UKGCgamblingcommission.gov.uk - the "Public register" section
MGAmga.org.mt - the "Licensed operators" section
CuraçaoHarder - the master license (1668/JAZ) is issued to several sub-licensees. Check via Antillephone or the specific sub-licensee
Gibraltargibraltar.gov.gi - the "Gambling" section

Step 3: Pay attention to the details

  • The company name on the license should match the operator of the site
  • The license should be active (not expired, not revoked)
  • The license number on the casino's site should match the regulator's register

Red flags

  • No license information - if a casino does not list a license number anywhere, avoid it
  • A fake license - the casino shows a regulator's badge, but the number cannot be verified in the register
  • "Pending license" - the casino claims that a license is "under review". That is not a license
  • Several licenses from weak regulators - quantity does not replace quality
  • A license for a different domain - the casino refers to the license of a site with a different domain

Licensing in Kyrgyzstan

With the adoption of the Law on Gambling Activities in 2022, Kyrgyzstan created a legal framework for licensing online casinos:

  • Regulator: the Ministry of Economy and Commerce of the KR
  • Condition: a license is issued only for serving foreign nationals
  • As of the end of 2025: 5 online licenses issued
  • Requirements: servers in KR, charter capital, tax registration

Conclusion

A license is the first filter when choosing a casino. It does not guarantee a perfect experience, but it significantly reduces the risks. The optimal choice is a casino with an MGA or UKGC license. A Curaçao license is acceptable if the operator has a good reputation.

Always check the license number on the regulator's website. It takes 2 minutes, but it can save you money.
