Citizens of the KR do not have the right to participate in gambling

History of regulation

Kyrgyzstan's attitude toward gambling has changed dramatically over the past 15 years. Understanding this history helps to assess the current legal situation.

Before 2012
Gambling is legal and widespread. Casinos and gaming halls operate throughout the country without significant restrictions.
2012
A complete ban on all types of gambling is introduced. All casinos, gaming halls and bookmakers are closed.
2012-2022
A ten-year period of prohibition. Despite the ban, the underground and offshore market continues to serve Kyrgyz players.
June 2022
A new Law on Gambling Activities is adopted. Gambling is legalized again, but exclusively for foreign nationals. A licensing system is created.
2024-2025
The first licenses are issued. Land-based casinos open in special resort zones. The FMRS begins active regulation.
May 2025
Police shut down an illegal online poker operation in Bishkek organized by foreign nationals. Increased oversight.

The Law on Gambling Activities (2022)

The main provisions of the current law that everyone should know:

For foreigners only

The law allows casinos and bookmakers to operate, but exclusively for serving foreign nationals (tourists) over 21 years of age. Citizens of the Kyrgyz Republic are expressly excluded from the permitted participants. Penalties are provided for violating this prohibition.

Land-based casinos

Legal land-based casinos may operate only in specially designated resort zones. The requirements for operators include:

  • High charter capital
  • Large gaming halls of a set size
  • Video surveillance systems
  • Admission control (passport checks)
  • Payment of taxes and fees

Online licensing

The law provides for the licensing of online casinos, but these licenses are also aimed at serving non-residents. As of the end of 2025, the Financial Market Regulation Service (FMRS) had issued only 5 online licenses and 3 land-based licenses.

An important clarification
Even if an online casino has a Kyrgyz license, this does not give citizens of the KR the right to play on that platform. The license allows the operator to conduct activities in the territory of the KR, but only to serve foreigners.

The gray market and enforcement

Since legal casinos are unavailable to citizens of the KR, a significant part of the domestic gaming demand is served by the unregulated offshore market. Kyrgyz players turn to international online casinos operating outside the KR jurisdiction.

Actions of law enforcement agencies

  • Shutting down illegal operations: In May 2025 the police liquidated an illegal online poker platform in Bishkek
  • Advertising ban: Advertising and promotion of unlicensed casinos is prohibited. The authorities warn bloggers and the media about fines and criminal liability for promoting gambling
  • Revocation of licenses: The regulator revokes the licenses of operators that violate the terms
  • Video surveillance: Installation of cameras in legal establishments to monitor compliance with the rules

What this means for players

Risks for citizens of the KR
Participating in gambling on offshore sites involves legal risks. In addition, if disputes arise with unregulated operators, you have no legal protection in the territory of the KR.
